The different values regarding to wealth within society certainly are very important reasons to explain the lack of motivation. This becomes apparent by so many different attitudes e.g. in Germany it is absolutely proscribed to discuss salaries whereas in US people are proud of earning much money and show it. This attitude is common sense within society and therefore somtimes is so deeply anchored that it is transformed in something like "law". For instance in Germany most contracts of labor usually bound employees to secrecy regarding to salary.
The actual public discussion about limiting income to something that is socially acceptable wouldn´be understood in USA.
Apart from this there are so many regional values that explain the lack of entrepreneurship, too. In Scandinavia it is absolutely taboo to be something special. In business life people appreciate to be characterized as "someone like others or to be in a row with others" and not as someone special. To step in front as it is often necessary in a role like an entrepreneur means a tremendous discrepancy in social understanding.
Nevertheless an important factor isn`t mentioned, yet. Due to its long history and continuity good old Europe has established a lot of regulation and bureaucracy. For people and companies there are a lot of adminstrative barriers to bring good ideas and solutions to market.
Many of them prefer to move to other countries in order to realize their plans. Because of this some governments try to deregulate. To my own experiences the producing sector in Germany suffers from the long handling time in order to get the official permission building up new processes or plants etc. Several years ago the Netherlands established a successful solution. They turned the whole process of official authorization, now authorities have to react within 3 months to correct or change an application otherwise the production is automatically authorized as requested.
According to my oppinion for Germany the decisive boost to be well-prepared for global competition will result from deregulation and less bureaucracy.

Excellent article! You might consider a second article discussing how European regions can promote entrepreneurship given their risk-averse cultures. How can they leverage their strengths?
